You don't have to have the DLC to obtain and use stickers, but you can only get stickers of the nightmare enemies in the DLC.

INSTRUCTIONS TO ACCESS DLC CONTENT AFTER PURCHASING

• Once you have purchased the DLC, restart the game.
  
• On the main menu of the game, on the right side, there will be a sign for the DLC. If the DLC has properly been detected there will be a text box above that sign that says "DLC ACTIVATED!".
  
• If you purchased the DLC and still do not have that "DLC ACTIVATED!" indicator, close the game, exit Steam, and restart Steam.
  
• Any time after you have finished the first dungeon in the game, speak to the innkeeper in Castleton. If the DLC is detected a cutscene will begin, introducing you to the DLC.
